Ruth Ann Hackler, matriarch of public service in Olathe, knows firsthand the importance of every vote. She was elected to the Kansas House by only 4 votes in a recount in the 1990 election. Her election gave the Democrats a 1 seat majority. That gave them the votes to elect Speaker of the House Marvin Barkis who, in turn, appointed the chairs & members of important committees
